Costa Rica does not issue private online casino or sportsbook licenses. This review separates municipal patents, Law 9050 tax duties, AML registration, and proposed bill 25.600 from regulator approval.

Costa Rica does not issue a private online gambling license. The municipal patent sold by service providers is an ordinary local business authorization, while Law 9050 creates tax duties for companies that process data connected with electronic bets. Neither document gives an operator regulator approval, game or player-fund supervision, dispute handling, or permission to accept players in another country. SUGEF's own sector-risk assessment says the legal framework has no system for licensing telematic operators.

The distinction matters because the setup is often marketed as a cheap offshore license. It is not one. A Costa Rican company may still face municipal, tax, payroll, and AML obligations, including the substantial employee-based tax in Law 9050. Bill 25.057 was archived in February 2026. Replacement bill 25.600 would create a real regulator and private authorizations, but it remains proposed legislation. Do not rely on it until an enacted law, implementing rules, application process, and public register exist.

Cost boundary
There is no government online gambling application fee because there is no application. Company formation and municipal patent costs depend on the legal form, canton, premises, and professional work; they are not a standardized gaming fee. If Law 9050 applies, its annual tax is 57, 85, or 113 statutory base salaries by employee count. Using the official 2026 base salary of CRC 462,200, that equals CRC 26,345,400 for up to 50 employees, CRC 39,287,000 for 51 to 99, and CRC 52,228,600 for 100 or more. This is a tax, not a license fee.
Process timing
There is no regulator application or official online gambling approval timeline. Incorporation, tax registration, a municipal license, AML registration, and banking are separate processes with different authorities and timelines. A vendor promising a Costa Rica gaming license in two to six weeks is describing a private setup service, not regulator approval.
Tax / revenue model
Do not describe this as a zero-tax gaming route. Law 9050 creates a specific annual tax for companies receiving, processing, or linking data that generate electronic bets, based on employee count and paid through the tax system. Decree 39231 states that Law 9050 taxes are specific taxes and are not deductible when calculating income tax. Ordinary income, municipal, payroll, social-security, VAT, and other obligations may also apply. The current evidence does not support a blanket claim that foreign-player revenue is untaxed.
Applicant / local requirements
There is no online-license substance test because there is no online license. A business operating from Costa Rica still needs the ordinary legal vehicle or registered branch, tax registration, and the municipal authorization applicable to its actual activity and premises. Employers also have payroll and social-security duties, and captured gambling activities may have AML registration duties. These steps do not create player-market rights. A municipal patent is not evidence that the business may accept Costa Rican players or lawfully target players abroad.
Term / continuation
There is no online gambling license to renew. The company, municipal patent, Law 9050 tax, payroll, tax-filing, and any AML obligations continue under their own rules. Do not present annual registered-office, agent, accounting, or patent costs as a gaming-license renewal.

The Legislative Assembly officially archived bill 25.057 on February 24, 2026 under article 81 bis. Bill 25.600 was then published as a new proposal on May 28, 2026. It would make the Junta de Protección Social the sole regulator and let it grant enabling titles to private operators, but those powers are proposed text, not current law. Until a reform is enacted and implemented, Costa Rica still has no private telematic operator-license route.

A Costa Rican municipal document cannot replace a license required where the player is located.

No. It is a bill published in May 2026. Its proposed regulator powers and enabling titles do not exist until the Assembly enacts the text, it takes effect, and the required implementing rules and application system are published.
