Commercial websites sell documents described as Anjouan gambling licenses and maintain their own public register. We could not establish that this chain is a lawful gambling regulator of the Union of the Comoros. A private register proves only that the private issuer recorded a document; it does not independently establish statutory authority, public supervision, market access, or an appeal route.

The conflict is material, not a minor reputation issue. A December 2025 Comorian Ministry of Finance notice prohibited promotion or use of nonofficial licenses while warning about fraudulent offshore licensing in other sectors. ABC then reported that a former Comorian attorney general described Anjouan Licensing Services as illegal and traced its 2023 gaming domains to a company associated with Fast Offshore. Le Monde reported in February 2026 that the claimed AOFA authority was described as fictitious by the Comoros central bank and that the gambling documents' legal value was highly questionable. Until a recognized public authority and independent Comorian counsel resolve that conflict, our position is not to rely on this route.

Do not rely on this route yet

We could not verify that ALSI, the Anjouan Gaming website, or the claimed AOFA chain has lawful authority to issue gambling licenses. Do not treat a certificate or private web-register entry from this route as permission to operate. Obtain a current written opinion from independent Comorian counsel and direct confirmation from a recognized Comorian public authority before paying, contracting, or supplying content.

On December 10, 2025, the Union of the Comoros Ministry of Finance prohibited promotion or use of nonofficial licenses while an official framework was still being developed for other offshore sectors. ABC reported later that month that a former Comorian attorney general called Anjouan Licensing Services illegal. Le Monde reported in February 2026 that the claimed AOFA authority had been described as fictitious by the Comoros central bank. GIABA's July 2026 follow-up left applicable the 2024 analysis that the Union prohibits gambling.

Is an Anjouan gaming license legally valid?+

We could not verify it. The commercial issuer and its register claim authority, but current official and independent evidence creates a direct conflict over that authority. Do not rely on the document without a current written opinion from independent Comorian counsel and direct confirmation from a recognized Comorian public body.

Does the Anjouan Gaming online register prove a license is official?+

No. It shows that the same private licensing system recorded a certificate. Independent verification requires a lawful public authority, traceable enacted powers, a real supervisory and enforcement process, and a route for review or appeal. A matching web entry does not establish those points.

Can this document authorize gambling in another country?+

No offshore document overrides the law where players are located. A locally regulated market requires its own authorization or a clearly recognized route. Even if the Anjouan authority dispute were resolved, the operator would still need a market-by-market legal assessment and supplier acceptance.

What evidence should an advisor provide before I pay?+

Ask for the gazetted law, the issuing body's legal personality and appointment, the current authorized officers, government contact details, the public budget or fee authority, supervision and enforcement records, an appeal route, a fresh registry extract for every involved company, and an independent Comorian legal opinion addressed to your entity. Confirm acceptance separately with banks, PSPs, game suppliers, auditors, and every target market.
